LOWELL — The Affordable Housing Trust Fund voted unanimously to award $1.9 million for 28 affordable housing units. Chairperson Eric Nelson and CFO Conor Baldwin led the vote to fund Residence at Mill Square LLC and Residence at Bridge Crossing LLC, with deed restrictions lasting 20 years to ensure affordability. Applicant Jim Heller confirmed no existing residents would be displaced and that the development team would meet a 15-month deadline.
Board member Cathy Mercado expressed a preference for entirely new deed-restricted development, though the board approved the motion unanimously. The board also approved prior minutes and requested an official fund balance for its October 21 meeting.
