Lowell Board of Health denies microblading variance after finding applicant lacks required experience. Chairperson Jo-Ann Keegan and Board Members Kathleen Cullen-Lutter and Erin Gendron voted three to zero on May 6 to deny Bichtram Nguyen's variance request; Ms. Nguyen has only shadowed a microblading practitioner and has never held a microblading license.
The Board unanimously denied her body art practitioner application and voted unanimously to hold approval of Haircare Salon at 12 Wood St in abeyance. The Board also approved 2026-2027 Funeral Directors' licenses and three Animal Control Inspector nominations. The next Unwanted Medication Day is June 6, 2026, at the Lowell Council on Aging.
