City Council approves library funds and special legislation on veterans home project.

Lowell City Council adopts $196,367.60 in state library funding and authorizes special legislation for 1190 Pawtucket Boulevard. The Council voted unanimously 10-0 on the library award and 10-0 on the special legislation authorizing the City Manager to file for the veterans home project on Pawtucket Boulevard, supported by City Manager Chris Golden, Jr. The Council also adopted an ordinance amending the Clerk's Office fee schedule by a roll call vote of 9-1 (one recusal by M.
Gitschier), with City Clerk Michael Q. Geary noting that increased vital records requests have driven higher costs for security materials and postage. Five motions requesting departmental feasibility studies and process reviews, ranging from crosswalk safety to Chapter 40Y zoning district analysis, were referred to the City Manager without formal votes.
