LOWELL — City Council Rules Sub-Committee conducts comprehensive review of city governance procedures. The Rules and Election Law Subcommittee met August 18 to examine all 36 City Council Rules and discuss a proposed pilot program for restructuring subcommittees and adjusting meeting schedules through year-end. Chaired by Councilor Juran and supported by Attorney Garrett Beaulieu, 1st Assistant City Solicitor, the committee identified numerous issues requiring revision and clarification throughout the rulebook.

Discussion included Councilor Rourke's proposed pilot program to maintain summer meeting schedules while reorganizing subcommittee groupings. The committee requested that the Law Department provide redlined copies of proposed rule changes for future consideration.
