Lowell Conservation Commission approves two city waterfront and infrastructure projects. Vice-Chair Perry Downs led the four-member quorum in unanimously issuing a negative-3 determination for improvements at Swamp Locks Plaza and Utopia Park, including gateways, pathways, and seating with new pollinator plantings. The commission also unanimously approved Phase 2A of the Centralville Sewer Separation project, a federally mandated initiative installing 3,000 linear feet of trunk drain conduit along Aiken Street to discharge stormwater to the Merrimack River.
Executive Director Evan Walsh said all six phases must be completed by 2032. Two pending applications were continued to later dates.
