LOWELL — Conservation Commission issues negative determination for Jackson Street project. The five-member board unanimously cleared City of Lowell roadway and engineering improvements at Jackson and Marston streets, which will upgrade sidewalks and ramps and add a drop-off area for the Lowell Community Health Center. The commission also unanimously approved a deck replacement at 66 Hollis Street with the condition that straw wattles be used for erosion control, and ratified an October 17 emergency certification for sinkhole repairs on Webber Street.
Five applications were continued to January 28, and a culvert replacement at Billerica Street over Marginal Brook Bridge was continued to February 11.
