LOWELL — Conservation Commission continues major 11-unit subdivision amid stormwater concerns. The FTO Realty Trust project at 71 North Billerica Road uses porous pavement with flow-through foundations and a permanent homeowners association to manage maintenance, though Vice Chair Kevin Dillon sought a detailed tree inventory and abutting residents raised flooding worries. Three Requests for Determination of Applicability received negative determinations for tree work and excavation within buffer zones, and the commission ratified an enforcement order against LM Properties LLC for vehicle storage near Black Brook, requiring signage and removal of equipment before rescinding.
