LOWELL — Conservation Commission continues Rivers Edge project review to March 11 pending DEP clarification. Residents First Development Corporation seeks to expand the Julian Steele housing redevelopment from 181 to 187 units across 16 additional duplex lots in a wetland buffer zone and flood plain. Attorney John Geary told the commission the nonprofit applicant wants to close out a 2008 Order of Conditions and carry forward incomplete mitigation requirements in a new order.
Chair Brad Buitenhuys said he would not support moving forward without explicit DEP approval, citing agency stormwater questions and concerns about enforcement orders for unfinished mitigation work. Vice Chair Kevin Dillon motioned to continue the matter; the vote was unanimous.
