LOWELL — Conservation Commission ratified two emergency certificates for infrastructure work. The commission unanimously approved emergency certification for the City of Lowell Department of Public Works to repair a collapsing culvert at 141 Woburn Street, with applicant representative David Beati saying the pipe arrived the morning of the meeting and work would take one to two weeks to address a spreading sinkhole. A second emergency certificate was unanimously ratified for tree branch removal at 97 Townsend Avenue.
The commission also voted unanimously to issue a negative 3 determination for the Lowell Regional Wastewater Utility to dig test pits at 5 Billerica Street and 85 Perkins Street. Four other applications and an enforcement order were continued to October meetings.
