Lowell City Council approves $1.1M in grants and opposes vocational lottery. The Council unanimously approved a $750,000 Community Project Funding Grant, a $10,000 gift from All People Church, a license agreement with 43 Fletcher Street LLC, a land disposition agreement with Wexford Development LLC for the Draper IMPACT Center (a University of Massachusetts Lowell and Draper Laboratories partnership), and a $350,000 workers compensation transfer. The Council voted 9-1 to oppose a state mandate requiring lottery admissions at Greater Lowell Technical High School, expressing concerns that the policy would not recognize student merit and effort.
Presiding Officer Gitschier recused herself from the vote; Councilor Juran voted against the opposition letter.
