Lowell City Council advances centralized facilities home rule petition despite school concerns. Councilor Robinson's motion to create a city-run facilities department passed 10-0, with Councilor McDonough recusing himself; City Solicitor Williams cautioned the petition would require changing existing law to remove the School Committee's voting authority over building maintenance. The Council also voted to request the Mayor present the proposal to the School Committee and authorized a joint Municipal Facilities Subcommittee with schools.
In separate action, the Council allocated $20,000 in opioid settlement funds on a 10-1 vote with Councilor Nuon absent.
