Council Establishes Solid Waste and Recycling Enterprise Fund

LOWELL — City Council votes unanimously to establish a Solid Waste and Recycling Enterprise Fund, formalizing how waste management and recycling operations are financed and administered. The council also accepted a $121,000 state gaming mitigation grant and approved a $118,750 unemployment budget transfer, both unanimously. In a 10-1 vote with one abstain, the council approved out-of-state travel for library staff.
The council referred 16 motions to the City Manager, including a request to develop a 15-year RFP for alternate accommodations for the Lowell Senior Center following concerns about the current lease arrangement.
