LOWELL — City Council votes to explore independent legal counsel. The Lowell City Council voted 10-1 to direct the City Manager to report on securing independent legal counsel for the Council's use, with Councilor Descoteaux dissenting over Charter-language concerns confirmed by City Solicitor Williams. Councilors Robinson and Mercier sponsored the motion, noting the Council could fund the effort from unused salary allocations.
In other business, the Council unanimously transferred $95,000 to the Lowell Regional Water Utility, with Manager Golden Jr. crediting the department's improved cost control and increased in-house labor utilization on projects.
