LOWELL — Finance Sub Committee hears FY26-27 budget update as federal pandemic relief expires. CFO Conor Baldwin presented revenue forecasts noting Free Cash is non-recurring and American Rescue Plan funding ends in 2027 with zero projected 2027 contributions. Structural pressures include pensions, debt service, State assessments, health insurance, and energy costs; Baldwin noted all city projections are conservative and State aid remains uncertain.
Councilor Scott questioned whether health costs have been shopped for better rates, and Councilors McDonough and Scott raised concerns over charter school reimbursement growth and its impact on the city.
