LOWELL — The Lowell Historic Board voted unanimously to appoint Senior Planner Dylan Ricker as interim Historic Board Administrator through December 2026 after budget cuts eliminated the funded position. Board Member Yovani Baez-Rose, DPD Director, explained that every department sustained reductions; the position historically has been in DPD without annual funding. The board voted unanimously to continue a hearing on a 353 Wilder Street demolition and reconstruction, to designate St.
Michael's Church as historically significant for CPA funding, and to approve a minor development review at 265 Dutton Street. The board received an informational presentation on a proposed courthouse demolition at 41 Hurd Street and requested design revisions incorporating historic elements and site plan changes.
