Lowell Historic Board approves transit shelter, defers solar project over design concerns. Chair George Villaras oversaw the board's approval of a bus shelter at 375 Merrimack Street with a 7-0 vote and one abstention, conditioned on providing a site plan showing the shelter's location; the solid metal and tempered glass structure replicates an existing design from Market Street. Board member Yovani Baez-Rose proposed restructuring administration through three joint planners following elimination of a dedicated administrator position, a plan the board continued to September.
