LOWELL — Pollard Memorial Library Board of Trustees proposes major bylaw amendments with City Solicitor backing. The nine-member board, meeting March 11 as a hybrid session, unanimously approved its agenda and prior minutes, then conducted a line-by-line review of governance bylaws in articles I through VI, generating recommended changes including extending officer terms to two years with succession limits, renaming and restructuring standing committees, addressing a conflict between the City Ordinance and bylaws over the annual report deadline, and adding language on trustee removal for misconduct. The board also disclosed a June 5, 2025 Open Meeting Law complaint—later determined unintentional and without penalty—over deliberation outside a posted meeting regarding a federal funding-cut response letter; related correspondence was posted per compliance requirements.
Library Director Bridget Cooley highlighted community projects and program reorganization in her written report.
