License Commission Approves Eleven Applications, New License Type

The Lowell License Commission approved eleven business and event applications and created a new type of annual alcohol license.

License Commission · Meeting of August 13, 2026

LOWELL — The Lowell License Commission approved eleven business and event applications and created a new type of annual alcohol license. Approved licenses included special events for Salsa on the Deck, a summer concert series with expanded alcohol service to include seltzers, the Irish Festival, and a Multicultural Festival; three UMass Lowell campus events; and two restaurants. The board also approved a wine-and-beer license for Mestiza Latin Kitchen at 491 Dutton Street despite neighbor opposition citing building management concerns.

It voted 4-1 to establish the General On-Premises license type, with Commissioner Cliff Krieger opposed, in response to concerns about an "unintended loophole" allowing minors into bars; a hearing on license conditions continues September 3. The commission also scheduled compliance hearings against Tesco Center and a hearing on BonChon Restaurant's alteration request for September 3.
