City Council Rules and Election Law Subcommittee · Meeting of August 18, 2026

Lowell Council Rules subcommittee maps procedural gaps. Chairman Juran, Councilor McDonough, and Councilor Scott, joined by First Assistant City Solicitor Garrett Beaulieu, conducted a comprehensive review of more than 35 governing rules and flagged ambiguities in mayoral selection, vacancy procedures, chamber seating, debate management, and vote-rotation language. The subcommittee also discussed a pilot program from Councilor Rourke that would reorganize subcommittees and potentially adjust meeting times through year-end; Councilor McDonough urged maintaining focus on meeting efficiency rather than scheduling changes.

The Law Department will prepare redlined copies of proposed amendments.
