Lowell Planning Board approves adult day care facility and two preliminary subdivisions. Quynh Quach, a pharmacist, won unanimous approval to convert a package store at 260 High Street into an adult day care for up to 30 older adults, with Vice Chair Frechette's motion requiring transportation to clients, offsite employee parking, and staff assistance for van operations. The Board also unanimously approved preliminary subdivisions for The Dude's Place, LLC at 2 Prince Avenue and Meadowbolt LLC at 45 Bolt Street, despite resident concerns about soil contamination, traffic, and potential data center expansion.
Chairman Linnehan clarified that preliminary approval does not authorize any use; applicants must return for definitive subdivision and site plan review, where the Board will address water, traffic, and contamination issues.
