School Committee Finance Subcommittee · Meeting of September 2, 2026

Lowell School Committee panel weighs $3.45 million device lease proposal. The Joint Finance and Curriculum Subcommittee discussed a multi-year technology agreement to refresh one-to-one student devices and replace aging teacher MacBook Neos at approximately $800 each, equipped with AppleCare+ providing two free repairs annually. Ms.

Wilkins, Director of Parent Academy, noted that devices provide translation and text-to-speech tools benefiting students with disabilities, with an overwhelming majority of kindergarten through second-grade teachers supporting continued use. Mr. Limperis, MIS Director, warned that teacher devices nearing seven years of age face security vulnerabilities as Apple ceases software updates after seven years.

Mr. Conway raised concerns about device costs and research showing negative screen time effects on adolescents, noting the district previously raised five million dollars through community fundraising; Superintendent Skinner said the district has millions available in outside funding already deployed. Chairperson Bahou requested staff prepare a spreadsheet comparing lease and purchase costs for Apple devices versus Lenovo and Dell Chromebook alternatives before the Finance Subcommittee reconvenes.
