Lowell Zoning Board of Appeals approves three applications including spa, variance, and subdivision. The Board unanimously granted a Special Permit to Merry Health & Spa for a massage business and nail salon at 26 Market Street, Unit B, conditioned on a revised floor plan showing the nail care area. The Board also unanimously approved a Floor Area Ratio variance for applicant David Daly to construct a single-family home at 7 Circle Road, which exceeded FAR limits due to the basement; Board member David McCarthy noted the home would comply if built on a slab-on-grade foundation.
A third unanimous vote granted Geodon Developers, Inc a variance to subdivide 17 Suprenant Street and construct a new home on the created lot, conditioned on working with the Department of Planning and Development on a landscaping plan providing three to four shade trees per lot. Neighbors of the Suprenant Street project raised concerns about road conditions and infrastructure, but the Board determined those issues outside its zoning authority.
