Planning Board approves 11-lot North Billerica Road subdivision with conditions.

LOWELL — Planning Board green-lights 11-lot subdivision at 71 North Billerica Road despite neighbor flooding concerns. The board approved both the definitive subdivision and site plan for FTO Realty Trust with a 3-1 vote, with Member David Tenczar opposing both measures. Nine conditions were imposed, including slope granite curbing, native tree plantings at 2 to 3 trees per lot, and homeowners association perpetual maintenance of a porous pavement roadway.

Five neighbors testified about historical flood damage and increased traffic risk, though the board found the project compliant with zoning and engineering standards; the development must still win Conservation Commission approval for wetlands and City Council acceptance of the public roadway before construction can commence.
