Lowell Planning Board unanimously approves 47 new residential units across two conversions. The board approved 131 Davidson Street, converting a commercial building into 43 units in the Downtown Mixed-Use district, and 70 Stromquist Avenue, converting a home into four units in the Suburban Multi-Family district, each requiring video sewer inspections, new ADA sidewalks, Engineering permits, and stormwater compliance. Davidson Street must screen dumpsters and truck snow off-site; Stromquist Avenue requires an HOA agreement and Water Department inspections.
The board sent no recommendation on a zoning amendment to increase residential curbcuts from 15 to 20 feet, citing existing pathways for expansion via pervious paving.
