Planning Board · Meeting of November 2, 2026
LOWELL — The Lowell Planning Board voted 5-0 to approve a site plan converting the former Lowell District Court building into housing with ground-floor commercial space. The approval carries conditions including a detailed utility plan, cut-and-capped water and sewer lines before demolition, new sidewalks to city standards, a stormwater permit from the Lowell Regional Wastewater Utility, off-site snow disposal when needed, and a final landscaping plan developed with the city's Department of Planning and Development. Board members called it "one of the better proposals" they had seen and praised its incorporation of historic design references and its transportation demand management plan.
A project representative said construction, once abatement and demolition begin next summer, would take two to two-and-a-half years, with first residents potentially moving in by late 2029. No members of the public spoke for or against the project.
