Planning Board approves garage-to-townhouse conversion, retail site revision on University Avenue.

LOWELL — Planning Board backs two major site projects. The board unanimously approved a Special Permit and Site Plan Review for Kazanjian Enterprise to convert an eight-bay garage into four townhouse condominiums on University Avenue, with conditions for vinyl fencing, shade trees, and revised architectural trim. In a separate unanimous vote, the board also approved Lowell Dev, LLC's revised site plan for 190 and 198 Plain Street, swapping a 2,500-square-foot restaurant for a 4,800-square-foot retail building, reducing traffic by 44 percent on average days and 74 percent during peak hours while decreasing impervious surface.
The board also unanimously approved a Special Permit for Three Bridge Development to split a 17,835-square-foot lot and construct a new single-family home at 14 Jeanne D'Arc Street, conditioned on a six-foot vinyl fence, two shade trees, and stormwater permitting. Boston Gas Company's natural gas regulator project at 130 West Jenness Street was continued to June 1.
