Planning Board denies lot-split proposal for Barker Avenue property

LOWELL — Planning Board rejects special permit for lot split and new home at 202 Barker Avenue. The application by Danny Rivera sought approval to subdivide an 11,068-square-foot corner lot into two non-conforming parcels and construct a 2,200-square-foot single-family home on the newly created 4,226-square-foot lot. The motion to approve, filed by Member Cheng and seconded by Member Tenczar, required a supermajority vote and failed 3-2, with Vice Chair Frechette and Member Walker dissenting.
Meanwhile, the board denied Site Plan Review for 75 Chapel Street for inadequate vehicular access, unaddressed pedestrian safety concerns, absence of a snow removal plan, and unaddressed fire safety concerns. Site Plan Review for 558 Gorham Street was continued to March 2.
