Planning Board denies repetitive petition for 75 Chapel Street site plan.
Planning Board · Meeting of April 6, 2026
LOWELL — Planning Board unanimously rejects resubmitted 75 Chapel Street site plan. NLK Homes, LLC presented revisions including one-way traffic signage and landscaping changes, but Chairman Linnehan and Board members found the modifications cosmetic rather than substantial under state repetitive petition standards. The Board cited unaddressed concerns about snow removal and pedestrian safety from the earlier rejected application.
In related action, the Board unanimously approved preliminary subdivision applications for 2 Tanner Street and 90 Bolt Street, each creating two lots and a private roadway, with detailed stormwater and site plans deferred to definitive subdivision stage.
