School Committee · Meeting of October 7, 2026

LOWELL — School Committee voted unanimously to adopt a new restraint policy governing use of time-out, seclusion, and physical restraint. Policy JKAA, developed by the Massachusetts Association of School Committees, responds to updated state Department of Elementary and Secondary Education regulations under 603 CMR 46.00, establishing enhanced data collection and submission requirements. Ms.

Brown-LeGrand, Assistant Superintendent for Student Support Services, told the Committee the revised regulations make significant changes to definitions and requirements for restraint and seclusion. The Committee also allocated $8,000 for AFJROTC transportation costs for 2026-2027 and rated Superintendent Liam Skinner "Proficient" on his annual summative evaluation.
