LOWELL — City Council Economic Development Sub Committee reviews tax incentive program design. Chairman Robinson, C.
Juran, and C. McDonough questioned enforcement, reporting, and whether community benefit terms including hiring, open space, and vacant-property conversion could be strengthened; Baez-Rose confirmed noncompliance triggers immediate loss of tax benefits. Chair McDonough called for a follow-up meeting to explore program enhancements.
