LOWELL — The Lowell Affordable Housing Trust Fund board defers vote on $1.9M loan. Chairperson Eric Nelson said the board would submit written questions to the development team before voting on the proposal, presented by James Heller, to create 28 affordable housing units across three Centralville properties. The application would provide 18 units immediately at closing and 10 more within 15 months, with a total project cost of $4,250,000.
City of Lowell Executive Staff confirmed the project's American Rescue Plan Act compliance and that deed restrictions survive property sales, though the loan must be repaid.
