Lowell Zoning Board approves five variances in single evening session. The board voted unanimously to grant relief for an outdoor car dealership at 1570 Middlesex Street operated by Bienvenido Chalas, imposing conditions including striping between parking and sidewalk, designated visitor and employee parking spaces, offsite snow removal, and a six-month administrative review following concerns from abutters about traffic and drainage. Four additional variances were approved unanimously: an addition at 35 Brian Road for multi-generational housing, a second-bathroom addition at 394 Woburn Street exceeding floor-area-ratio limits, a driveway at 35 Prospect Street, and a single-family home at 49 Sparks Street on a lot below minimum size but consistent with neighborhood patterns.
