Lowell Zoning Board approves residential variances for lot split and mill conversion. The board unanimously approved Three Bridge Development's variance to split a Jeanne D'Arc Street lot and build a single-family home, granting relief from front yard setback requirements on condition the applicant limit exposed foundation to three feet on side and rear elevations and meet Planning Board and Engineering requirements. In a 4-1 vote, with Member Hovey opposed, the board approved 71 Willie Street, LLC's conversion of a historic mill to 30 residential units in the Urban Multi-Family zone, accepting 31 parking spaces against a required 60 — a 29-space deficit — contingent on Transportation Demand Management Plan approval and outdoor bike storage.
