Lowell Zoning Board of Appeals approves four major applications including affordable housing redevelopment. The board unanimously approved New North Canal LLC's plan to redevelop 463 and 281 Moody Street from 116 existing affordable units into 160 new construction units, comprising a four-story 100-unit senior-restricted building and a five-story 60-unit building, with conditions addressing transportation and traffic control. The board also unanimously approved variances for Soklark Hong's two-lot subdivision at 104 Mariposa Avenue, Eduardo Pinotti's conversion of a four-unit to six-unit building at 75 Chapel Street with stacked parking, and a special permit for Tuan Pham's microblading salon at 12 Wood Street.
The application by Yoiner de la Cruz and Maria Vidal for a three-lot split at 13 Whitney Avenue was continued to February 9, 2026, after abutters raised concerns about parking, drainage, and neighborhood character.
