Lowell Zoning Board approves lot split, rejects subdivision on traffic grounds. The board unanimously approved Danny Rivera's application to split 202 Barker Avenue and construct a single-family home with seven variances, conditioned on 14 engineering sign-offs, but allowed Yoiner de la Cruz and Maria Vidal to withdraw their three-lot Whitney Avenue subdivision proposal without prejudice after board members, including Member Gerald Procope, objected to traffic and neighborhood-fit concerns tied to the $350 million sewage-separation project underway in the area. The board also unanimously approved Kayla Phouthongseng's second-floor addition at 351 Parker Street and continued applications from Jack Le (150 East Meadow Road) and Robbie Nguyen (26 Marriner Street) to March 9 pending additional documentation and public notice.
