LOWELL — Zoning review consultation launched with consultant and community input. The Neighborhoods and Zoning Sub Committees met jointly as Camilo Espitia of the Department of Planning and Development and consultant Nels Nelson of CommunityScale presented a comprehensive zoning code modernization effort targeting completion in 2026. The review aims to prevent zoning by variance, update the table of uses to uniform standards, and address non-compliant parcels.

Resident Belinda Juran and Planning Board member Jerry Frechette both stressed the importance of preserving neighborhood diversity through the process. Council Member Scott confirmed no action was requested at this informational session.
