Lowell's Planning Board approved two Markley Group-linked subdivisions despite heavy resident opposition over the city's data center moratorium.
Planning Board · Meeting of August 17, 2026
Lowell's Planning Board approved two Markley Group-linked subdivisions despite heavy resident opposition over the city's data center moratorium. The board voted 4-1, with Dan Tenczar dissenting, to approve a four-lot subdivision at 2 Prince Avenue and 48-56 Newhall Street after engineer Antonio Moura of Stantec Consulting refused Vice Chair Gerard Frechette's request for a site visit, saying "we do not consent to any continuances." A separate 5-0 vote approved a two-lot Bolt Street subdivision, conditioned on soil borings before demolition of a building carrying a contamination-related Activity and Use Limitation. More than fifteen residents, including Harini Aiyer, Jake Fortes and Mary Wambui, urged denial, saying the filings were timed to dodge the moratorium.
The board also continued a 43-unit Davidson Street conversion to September 10 and approved Rivers Edge's final 32 units, 4-0.
