City Council · Meeting of August 11, 2026

Lowell's City Council voted 10-0 to reconsider a disputed vote on a $250,000 Health Department lease after City Solicitor Williams said the council mistakenly used a two-thirds threshold instead of a simple majority. City Manager Golden took responsibility for the error, saying "that's on me" for not catching the wrong vote threshold in the paperwork submitted to the council; a corrected vote is expected around August 25. Councilors also adopted a $100 fine for parking "space savers" and heard nearly an hour of public comment after this summer's Puerto Rican festival was cut from two days to one, with resident Terina Pagan calling for "transparency" and organizer Elizabeth Gonzalez confirming she is refunding vendors.

Separately, officials said Lowell netted $1.9 million in budget savings against an original $7 million target, laying off 23 employees instead of a projected 50.
