Finance Subcommittee reviews MOA status, FY27 budget pressures.

LOWELL — Finance Subcommittee reviews stalled Memorandum of Agreement with City over FY27 funding. Assistant Superintendent of Finance Dr. Derek Pinto reported that the School Department is revising the MOA proposal, originally submitted in October 2025, for resubmission by late February and plans to schedule a City meeting to discuss terms.

The City's projected 12 million dollar cash contribution faces pressure from contractual salary increases of 3.5 percent, health insurance cost projections reaching 8.9 percent, and a 6 percent transportation expense rise. Subcommittee member Connie A. Martin said the Committee cannot assess whether the City's contribution is sufficient without clearer Maintenance of Effort data.
