Lowell Conservation Commission Approves Expanded Wetland Plan for Pucket Farm

LOWELL — July 16, 2025 — Lowell Conservation Commission approves Mass Audubon wetland expansion at Pucket Farm and clears 36-year title cloud in one-meeting sweep. The commission voted unanimously at its July 16 meeting to approve an amended notice of intent filed by Niche Engineering on behalf of Mass Audubon Society for its Pucket Farm restoration project at 1413-1415 Barnum Avenue, authorizing an expanded pond footprint, a new ephemeral pool, and a reduced stormwater detention basin after additional soil testing revealed Type A sandy soils driving groundwater rather than surface flooding of the adjacent farm field. The board also issued a certificate of compliance on a 1989 order of conditions for Francisco Camacho of 91 Leonard's Circle — a title-clearing action Attorney David Plunkett said was needed to allow a property sale after 34 years of uneventful ownership. Community Teamwork, Inc. received a negative 3 determination with an erosion-control condition for storm water and parking lot improvements at 242 Church Street, a site being converted to a women's shelter that will reduce impervious cover by 172 square feet and add 39 trees and shrubs. The commission also ratified two emergency certifications for City of Lowell beaver dam breaches at 20 Holt Circle and 141 Black Brook Drive, both dated July 3, 2025.
