LOWELL — The Lowell Conservation Commission required a full wetlands permit for a culvert project and delayed two other cases to October 28. Members voted unanimously for a "positive three" determination on Winnco's request to clean out a culvert at 451 Black Brook Drive, meaning the applicant must now file a Notice of Intent, with one member explaining "an NOI will be filed if that work wants to move forward." The commission also continued CSX Transportation's request to use herbicide along a Lowell rail corridor at the company's own request, and continued an enforcement order against the owners of 4 Epirus Drive over tree cutting near a wetland buffer, with a member noting "most of the debris is still out there." The commission separately approved its September 23 meeting minutes.
