City Council · Meeting of August 25, 2026

LOWELL — The Lowell City Council voted 11-0 to authorize a land disposition agreement with Wind Development for roughly 120 mixed-income apartments on two vacant Hamilton Canal parcels. Executive Vice President Michael O'Brien said the project mirrors Wind's nearby 201 Canal building, which leased up in three months and now has a 200-person waitlist. Councilors also approved a $358,559 opioid-settlement fund transfer and fixed a teacher payroll gap 9-0 after United Teachers of Lowell President Pina Maggio warned members would miss a September 3 paycheck, calling it "no one's problem." A motion by Councilor McDonough to let the city manager weigh a legal appeal of a Planning Board subdivision ruling tied to data center zoning failed on a roll call vote, with City Solicitor Williams saying an appeal would not meet the legal standard.

The council also sent a review of about 50 Flock license-plate cameras to a full-council executive session before September 22.
