LOWELL — June 12, 2025 — Lowell License Commission approves more than a dozen permits and bids farewell to its chair at June 12 meeting. The five-member board, chaired by the departing Commissioner How, unanimously approved a full slate that included seasonal permits for the 35th Lowell Summer Music Series at Boarding House Park, two used-car dealer Class 2 licenses represented by Attorney Brian Occasion, a common victualler license for a new pan-Latin restaurant at 491 Dutton Street, and a change-of-location approval for the East End Social Club of Lowell's all-alcoholic beverages club license to 12 West 5th Street — a move club President Mark Brier called a survival measure after 101 years at the original address, saying the club's occupancy will shrink to roughly 83 people. The evening closed with commissioners presenting Chair How with a gift and personal tributes, with Commissioner Kger calling her departure "disappointing" and noting she "held the record" for fast meetings, according to Commissioner Mercier.
