Rules Panel Refers Revised Rulebook to Council
Lowell's Rules Subcommittee unanimously referred a revised council rulebook to the full City Council.
City Council Rules Subcommittee · Meeting of October 6, 2026
Lowell's Rules Subcommittee unanimously referred a revised council rulebook to the full City Council. Councilors Belinda M. Juran, Sean McDonough and Kimberly Scott worked through the draft with City Solicitor Garrett Ballou, tightening the motion-to-reconsider deadline to noon on the second business day after a vote and fixing a double-negative in the rule on public speaking so a 5-5 tie no longer automatically lets an outside speaker address the council.
Ballou said the fix means "a majority of the council approves" is now required, calling the prior wording a situation where "a five-five tie would permit the speaker." Members also added language letting a councilor whose motion is referred to a subcommittee sit in on that discussion without creating a City Council quorum. The amended package now needs a full week before the council before any vote.
