Lowell Rules Panel Sets Aside Subcommittee Overhaul
Lowell's Rules Subcommittee tabled a plan to shrink the City Council's subcommittees from 21 to six. City Councilors Sean McDonough and Kimberly Scott spent over two hours reviewing rules last updated in 2014, with Law Department attorney Garrett Ballou and City Clerk Geary on hand.
