Zoning Board · Meeting of October 15, 2026

LOWELL — The Lowell Zoning Board of Appeals approved, 4-0 with one recusal, a special permit modification and variances letting a developer retain a two-family home and build a new single-family house at 37-39 Roberts Street. Vice Chair Dennis McCarthy called the requested relief "relatively minimal," while Associate Timothy Hovey said he would back the project "with trepidation" over concerns that releasing a 1998 permit's common-ownership condition could set a precedent. Member Mark Briere recused himself, saying he had not watched video of the project's earlier hearing.

The board separately continued a variance case for 384 Butman Road to November 9 for soil testing, approved a withdrawal for a 123 University Avenue apartment proposal, granted a variance for a West Albert Street garage addition, and approved a special permit for Gold Star Pet Grooming on Appleton Street, conditioned on removing a barbed-wire fence.
