Conservation · Meeting of October 28, 2026

LOWELL — The Lowell Conservation Commission approved a new floodplain home on Martin Street with porous-pavement and tree conditions. The panel voted unanimously to issue a standard Order of Conditions for NewView Remodeling and Construction's single-family home at 60 Martin Street, requiring a porous driveway surface instead of asphalt and replacement shade trees for two removed trees. Engineer Mark O'Hara of O'Hara Engineering told the commission the project provides flood-storage compensation "almost like a 10 to 1 ratio" at some elevations.

Attorney John Geary of Geary and Geary LLC said the house will sit on elevated supports rather than a flow-through foundation. The commission also continued four pending cases, including an enforcement order over tree-cutting at 4 Epirus Drive and a CSX Transportation herbicide filing, to its November 18 meeting, and separately approved tree-removal and addition requests at 205 Billerica Street and 68 Ursula Street, plus a certificate of compliance for a home at 31 Lauren Way.
