LOWELL — The Lowell Historic Board named an interim administrator after budget cuts eliminated the dedicated post. Members voted unanimously to appoint DPD senior planner Dylan Ricker as interim Historic Board Administrator through year's end, following the layoff of longtime administrator Steve Stoll, who held the job since 1994. Preservation advocate Peter Arcella urged the board to insist on restoring a credentialed expert, noting Stoll held "a master's degree in historic preservation from Columbia University and 32 years of experience." Separately, attorney John Geary presented a $76 million proposal to demolish the vacant former Lowell District Court at 41 Hurd Street and build a six-story, 205-unit mixed-use building; developer Jeff Bush called the courthouse "sitting vacant for six years." The board also voted to continue a 353 Wilder Street rebuild permit pending revised window plans and designated St.
Michael's Church historically significant.
